—– I suggest you spend the money and buy the Peerless Pole at Ebisu Pawn (both districts). It’s easy to find (if not a drain on your funds), and when you’re trying to get those last couple of fish, you don’t need the fact that you’ve got a lousy pole holding you back.

As for bait, you can get regular Bait and Quality Bait at the M Store in Kamurocho and the M Store on Sotenbori St. in Sotenbori. When you scatter bait, you’ll have a limited time (usually a few minutes) where extra fish will show up. Once that time runs out, the fish scatter back into the depths and you’ll be left with the “normal” fish. A couple of rare fish will require that you use at least Quality Bait to attract them. You can also get Special Bait from Dream Machines if you’re lucky, which is a third tier.
